Important: EUROLIST is a classified advertising platform. Unless EUROLIST expressly states otherwise for a particular feature, it is not the seller, buyer, employer, agent, auctioneer, payment intermediary, carrier, insurer or party to transactions arranged between users.
These Terms and Conditions (the “Terms”) govern access to and use of the EUROLIST websites, mobile interfaces, communications tools and related services (together, the “Platform”). By creating an account, posting a Listing, buying a Paid Service or otherwise using the Platform, you agree to these Terms. If you use the Platform on behalf of a company or organisation, you confirm that you are authorised to bind it.
1.Definitions
Business User: a trader, company, organisation, self-employed person or other person using the Platform for professional or commercial purposes.
Consumer: a natural person acting for purposes outside that person’s trade, business, craft or profession.
Listing: an advertisement, offer, request, job post, profile entry or other user-submitted content published or submitted through the Platform.
Paid Service: a paid Listing, promotion, highlighting, TOP/carousel placement, subscription, package or other optional paid feature.
Private User: a user acting outside a trade, business, craft or profession.
User Content: Listings, descriptions, images, messages, reviews, reports and any other information submitted by a user.
2.Eligibility and acceptance
You must be at least 18 years old and legally capable of entering into a binding contract.
You must provide accurate information and must not impersonate another person or organisation.
Business Users must use a business/organisation account and provide the information and confirmations required by EUROLIST and applicable law.
You may browse publicly available Listings without an account, but an account may be required to post, message, save content or purchase Paid Services.
Use of the Platform may also be subject to the Privacy Policy, Posting Rules, Prohibited and Restricted Content Policy, Safety Tips, category-specific rules and any feature-specific terms displayed before use or purchase. Those documents form part of these Terms by reference. If there is a conflict, feature-specific terms prevail for that feature, followed by these Terms.
3.Accounts and security
Registration may be completed using an email address or mobile telephone number, a password and a verification code. A Private User may choose a name or nickname for display; EUROLIST does not generally verify a Private User’s identity merely because a display name appears on the Platform.
Keep login credentials and verification codes confidential and do not allow another person to misuse your account.
Notify support@eurolist.com promptly if you suspect unauthorised access, fraud or loss of control of your account.
You are responsible for activity carried out through your account to the extent permitted by law.
You may not create accounts to evade restrictions, manipulate Platform systems, mislead users or mass-post substantially duplicate Listings.
EUROLIST may require re-verification, supporting documents or additional information where reasonably necessary for security, fraud prevention, trader traceability, regulatory compliance or moderation.
A user may request account deletion through the available account settings or support channel. Deletion is irreversible and removes active Listings from publication. EUROLIST may retain information where required by law or reasonably necessary for security, fraud prevention, dispute handling, enforcement and the establishment, exercise or defence of legal claims, as explained in the Privacy Policy.
4.Role of EUROLIST
EUROLIST provides technical tools that allow users to publish, discover and respond to Listings. Transactions, communications and arrangements are made directly between users unless a specific EUROLIST feature expressly states otherwise.
EUROLIST does not own, possess, inspect or guarantee items, animals, property, jobs or services advertised by users.
EUROLIST does not guarantee a user’s identity, authority, solvency, truthfulness, legal status, product quality, availability, delivery, payment or performance.
EUROLIST is not responsible for negotiating or enforcing a user-to-user contract, resolving ownership disputes or providing legal, tax, valuation, veterinary, employment, investment or other professional advice.
Users must independently verify the Listing, counterparty, item, documents, licences, condition, ownership, legal compliance and payment or delivery arrangements before proceeding.
5.Private Users and Business Users
Users must accurately identify whether they act privately or as a trader. EUROLIST may display this status on Listings. Consumer-protection rights generally apply to a purchase from a trader but not in the same way to a transaction between private individuals.
Business Users must provide and keep current all legally required trader information, which may include the legal or trading name, geographic address, contact details, registration number, public register details, payment account information and a self-certification that offered products or services comply with applicable EU law. EUROLIST may verify such information using reliable sources or documents and may suspend offers until required verification is completed.
Business Users are solely responsible for pre-contract information, prices and taxes, product safety, guarantees, withdrawal and return rights, invoices, licences, permits, employment-law duties and all other obligations applicable to their activity. They must not misrepresent themselves as Private Users.
6.Rules for Listings and User Content
You retain ownership of your User Content. You grant EUROLIST a non-exclusive, worldwide, royalty-free, transferable and sublicensable licence, for the duration reasonably necessary to operate and promote the Platform and preserve legal records, to host, store, reproduce, format, translate, resize, display, distribute and technically adapt that content. EUROLIST may use Listing images and excerpts to display or promote the relevant Listing and the Platform, including through search engines and EUROLIST marketing channels. This licence ends when the content is deleted, except for backups, legal retention and content already lawfully shared outside EUROLIST’s control.
You represent and warrant that you have all rights, permissions and lawful grounds needed to submit the content and that it:
- is accurate, current, sufficiently complete and placed in the correct category and location
- does not infringe intellectual property, privacy, image, confidentiality or other third-party rights
- does not contain unlawful, fraudulent, deceptive, discriminatory, threatening, hateful, exploitative or unsafe material
- does not advertise prohibited or restricted goods, services or activities except where expressly allowed under the applicable policy and law
- does not contain malware, credential theft, deceptive links, unauthorised personal data, spam, artificial engagement or attempts to bypass fees or moderation
- complies with applicable product, animal welfare, employment, housing, advertising, consumer, tax and licensing rules
EUROLIST may set category-specific fields, evidence requirements, quantity limits, durations and pricing. A Listing may be edited, deactivated, deleted, renewed or extended where the relevant feature permits. Publication or payment does not constitute approval, endorsement or confirmation of legality.
7.Publication and moderation workflow
Free Listings are normally reviewed before publication. EUROLIST aims to complete this initial review within one hour after submission. This is an operational target, not a guaranteed service level. If review is not completed within one hour, the Listing may be published automatically and reviewed afterwards.
Paid Listings are normally published immediately after successful payment and are reviewed afterwards. Immediate publication does not buy approval, immunity from moderation, better compliance treatment or a guarantee of continued publication.
One-hour rule: The one-hour period concerns initial publication workflow only. It does not limit EUROLIST’s right or duty to review, restrict or remove a Listing later, including after a user report or authority order.
EUROLIST may use automated tools, rule-based detection, risk signals and human review to prioritise, detect or assess content. Where a decision materially restricts User Content or an account, EUROLIST will provide the affected user with reasons and available redress information where required by law, subject to lawful exceptions.
8.Prohibited and restricted content
The detailed Prohibited and Restricted Content Policy applies. Without limiting it, EUROLIST prohibits illegal goods and services and may prohibit or restrict high-risk categories even where some local transactions could be lawful. Prohibited content includes, in particular, weapons and prohibited weapon-type knives, ammunition, explosives and fireworks; alcohol; tobacco, nicotine and vaping products; drugs and psychoactive substances; medicines; dangerous chemicals; sex services and pornography; counterfeit, replica and stolen goods; unlawful or high-risk financial services, scams, gambling and betting; private donation or crowdfunding solicitations; malware, hacked accounts, stolen credentials, identity documents and personal-data trading; hateful, threatening, terrorist or extremist content; and illegal services.
Ordinary lawful household and work knives may be allowed. Ordinary lawful supplements may be allowed subject to moderation and restrictions on health claims. Regulated services may require proof of licence or registration. Animals may be listed only under the separate country-specific animal policy; protected, endangered or illegally traded wildlife is prohibited. Job Listings must not offer illegal, fraudulent or sexually exploitative work or disguised multi-level-marketing schemes.
9.Ranking, search and promoted placement
EUROLIST may rank and recommend Listings using main parameters such as category and query relevance, location, Listing freshness, completeness, quality signals, user-selected filters, safety and compliance signals, and whether a Paid Service has been purchased. The relative importance depends on the page, query, category and user settings. Relevance and selected filters generally determine eligibility; freshness, quality and promotion may then affect order.
Paid promotion can materially increase visibility. A Highlighted Listing receives visual emphasis or preferential exposure as described at purchase. A TOP or carousel placement may receive prominent placement for the purchased period and may continue as a Highlighted Listing for any remaining stated period. Exact duration, placement, price and expected treatment are shown before payment. Promotion does not guarantee views, enquiries, ranking position, sale or other outcome.
EUROLIST may label promoted content. Business Users do not receive access to personal data or ranking information beyond what is provided through Platform features. EUROLIST does not permit payment to suppress competitors or to obtain immunity from rules.
10.Paid Services, prices and payment
The price, currency, applicable taxes (if any), duration and main characteristics of a Paid Service are displayed before the order is placed. A binding order is formed when EUROLIST confirms successful payment and activates the Paid Service. Available payment methods and any payment service provider are displayed at checkout.
Paid Services are linked to the Listing, account, category, territory and period stated at purchase and may not be transferred unless EUROLIST expressly allows it.
Time-based promotion begins when activated. Editing a Listing does not restart or pause the purchased period unless expressly stated.
EUROLIST may correct obvious pricing errors before activation and will offer cancellation and refund if the user does not accept the corrected price.
Invoices or payment confirmations are provided electronically where applicable. Business Users are responsible for supplying correct billing information.
Removal or restriction for a user’s breach does not automatically entitle the user to a refund, subject always to mandatory consumer law and Section 11.
11.Consumer withdrawal, refunds and service failures
Nothing in these Terms limits mandatory consumer rights. A Consumer purchasing a Paid Service may have a statutory right to withdraw from the distance contract within 14 days, subject to applicable exceptions and the rules on services begun at the Consumer’s request.
Because Paid Services are activated immediately, at checkout the Consumer may be asked to expressly request performance during the withdrawal period. If the Consumer validly withdraws after performance has begun but before it is complete, EUROLIST may deduct or require a proportionate amount for the service supplied up to the withdrawal notice, where permitted by law. Once the service has been fully performed, the right of withdrawal may be lost only where the Consumer gave the consent and acknowledgement required by law.
To exercise a withdrawal right or request a refund, contact support@eurolist.com with the account, order and Paid Service details and an unambiguous statement of the request. EUROLIST will refund amounts required by law using the original payment method unless otherwise agreed.
If a Paid Service is not activated, is materially unavailable because of a verified EUROLIST technical failure, or is ended by EUROLIST without user breach, EUROLIST will, as appropriate, restore the service, extend it, provide an equivalent replacement or refund the affected unused portion. No refund is due for reduced demand, lack of enquiries, user-side connectivity, ordinary ranking changes, expiry, deletion by the user or content removal caused by the user’s breach, except where mandatory law requires otherwise.
12.Messages and communications
EUROLIST may provide internal messaging. Users must use it lawfully and must not send spam, threats, abusive content, malware, deceptive payment requests or unlawful personal data. Messages are communications between users, not instructions or representations by EUROLIST. EUROLIST may process and, where reasonably necessary and lawful, review reported or risk-flagged communications for safety, fraud prevention, moderation and legal compliance. Retention is limited as described in the Privacy Policy; users should not rely on chat as permanent document storage.
Service notices, security alerts, receipts, moderation decisions and changes to these Terms may be sent electronically to the contact details associated with the account or displayed on the Platform.
13.Reporting illegal content and safety concerns
Users and third parties may use the available “Report listing”, “Report user” or legal notice mechanism to report suspected illegal content or rule violations. A notice should identify the content precisely, explain the legal or policy issue, include supporting information and provide accurate contact details where required. Notices must be submitted in good faith.
EUROLIST assesses notices in a timely, diligent, non-arbitrary and objective manner. It may request further information, restrict visibility, remove content, disable access, preserve evidence, warn or suspend a user, or notify competent authorities where required. EUROLIST may reject manifestly unfounded notices and may restrict repeated misuse of reporting mechanisms after warning.
14.Moderation measures, suspension and termination
Depending on the nature, severity, frequency, impact and context of a violation, EUROLIST may:
- reject, de-rank, limit, label, edit for technical formatting, deactivate or remove a Listing or other content
- limit messaging, posting, promotion, payment or account functionality
- require correction, verification, licences, documents or other evidence
- temporarily suspend or permanently terminate an account
- block new accounts or payment methods used to evade enforcement
- refer relevant information to payment providers, rights holders, trusted flaggers, law-enforcement bodies or other competent authorities where lawful and appropriate
EUROLIST considers whether a less restrictive measure is adequate. Immediate action may be taken for illegal content, urgent safety risks, fraud, account compromise, authority orders, repeated or serious violations or attempted circumvention.
For Business Users, EUROLIST will provide reasons for restriction, suspension or termination and applicable notice periods where required by Regulation (EU) 2019/1150. A termination notice will normally be provided at least 30 days in advance where that Regulation requires it, except where a legal obligation, urgent risk, repeated infringement or another lawful exception permits immediate action.
15.Internal complaints and other redress
Where EUROLIST makes a qualifying moderation decision, the affected user may submit an internal complaint electronically and free of charge within six months after being informed of the decision. The complaint should identify the decision and explain why it should be changed. EUROLIST will review complaints diligently, without discrimination and under the supervision of appropriately qualified personnel; decisions will not be based solely on automation where the law requires human oversight.
A successful complaint may result in restoration, modification of the measure, correction of account status or another appropriate remedy. Repeatedly abusive, manifestly unfounded or bad-faith complaints may be restricted after warning.
Where applicable under the Digital Services Act, users may also select a certified out-of-court dispute settlement body. Decisions of such a body are not automatically binding unless the parties agree otherwise. Users remain free to seek judicial remedies. Business Users may also use any mediation mechanism identified by EUROLIST where the Platform-to-Business Regulation requires one.
16.Intellectual property
The Platform, its software, design, databases, taxonomy, branding and EUROLIST-created content are owned by or licensed to SIA Trickster and are protected by intellectual-property law. Subject to these Terms, EUROLIST grants users a limited, revocable, non-exclusive, non-transferable right to use the Platform for its intended purpose.
Without written permission, users may not scrape, crawl, harvest, systematically copy, republish, reverse engineer, frame, resell or commercially exploit the Platform; bypass technical limits; train models or datasets using Platform content; or use EUROLIST branding in a misleading manner, except to the extent such restriction is prohibited by mandatory law.
A rights holder may report alleged infringement through the legal notice mechanism. The report should identify the protected work or right, the allegedly infringing content, the reporter’s authority, contact information and a good-faith explanation.
17.Privacy and personal data
Personal data is processed in accordance with the EUROLIST Privacy Policy. Listing contact details, chosen location and other information submitted for publication may be visible to other users or search engines as described at submission. A telephone number is displayed only after a visitor selects the relevant “Show number” function, but this does not prevent copying or misuse by third parties. Users must not publish another person’s personal data without a lawful basis and necessary permission.
18.User-to-user transactions and disputes
Users decide whether and on what terms to communicate or transact. They should use safe payment and delivery methods, inspect goods and documents, verify counterparties and avoid suspicious links, credential requests and unjustified advance payments. Any contract is between the relevant users.
If a dispute arises, users should preserve relevant communications and first contact the counterparty. EUROLIST may provide available account or Listing tools, preserve or disclose information where lawful, and enforce Platform rules, but it is not obliged to adjudicate the private dispute, recover money, compel delivery or provide compensation for another user’s conduct.
19.Availability and changes to the Platform
EUROLIST aims to provide a reliable service but does not guarantee uninterrupted or error-free availability. Maintenance, security events, third-party failures, capacity constraints or events beyond reasonable control may cause delay or interruption. EUROLIST may add, remove or change features, categories, limits and technical requirements. If a change materially impairs a purchased Paid Service, Section 11 applies.
20.Disclaimers and limitation of liability
To the maximum extent permitted by applicable law, the Platform is provided on an “as available” basis. EUROLIST does not warrant that Listings are accurate, lawful, safe or available; that users will complete a transaction; or that a Paid Service will achieve a specific commercial result.
EUROLIST is liable for damage caused intentionally or by gross negligence and for any liability that cannot lawfully be excluded or limited. Nothing excludes mandatory consumer rights or liability for death or personal injury caused by negligence where exclusion is prohibited.
Subject to the preceding paragraph, EUROLIST is not liable for indirect or consequential loss, loss of profit, revenue, opportunity, goodwill or data, or loss arising from a user-to-user transaction, third-party content, unauthorised account use, external links or events outside EUROLIST’s reasonable control. For a Business User, EUROLIST’s aggregate liability arising from Paid Services in any 12-month period is limited to the greater of (a) the amount paid by that Business User to EUROLIST during that period and (b) EUR 100, except where such limitation is prohibited by law.
21.Indemnity by Business Users
To the extent permitted by law, a Business User will indemnify SIA Trickster against third-party claims, regulatory charges, reasonable legal costs and direct losses arising from that Business User’s unlawful Listings, infringement of third-party rights, breach of consumer or product rules, taxes, employment obligations or material breach of these Terms. This section does not apply to the extent the loss was caused by EUROLIST and does not reduce non-waivable rights.
22.Changes to these Terms
EUROLIST may update these Terms for legal, regulatory, security, operational or feature-related reasons. Significant changes will be notified through the Platform or registered contact details and will state the effective date. Consumers may stop using the Platform and cancel future recurring services before the change takes effect, subject to existing obligations.
For Business Users protected by Regulation (EU) 2019/1150, proposed changes will be provided on a durable medium at least 15 days before they take effect, or for a longer period where proportionate changes require technical or commercial adaptation. The notice period may not apply where a lawful exception permits immediate changes. Continued use after the effective date constitutes acceptance where permitted by law.
23.Governing law and disputes with EUROLIST
These Terms and the relationship with SIA Trickster are governed by the laws of the Republic of Latvia, without prejudice to mandatory EU law and, for Consumers, mandatory protections and jurisdiction rights available in the Consumer’s country of habitual residence.
Before bringing a claim, users are encouraged to contact support@eurolist.com and allow EUROLIST a reasonable opportunity to resolve the issue. Business-to-business disputes are subject to the courts of Latvia, unless mandatory law provides otherwise. Consumers may bring proceedings in any court available to them under mandatory consumer-jurisdiction rules.
24.General provisions
If any provision is invalid or unenforceable, it will be limited or removed only to the minimum necessary; the remaining provisions continue in effect.
A delay or failure to enforce a provision is not a waiver.
Users may not assign their rights or obligations under these Terms without EUROLIST’s consent. SIA Trickster may transfer the Terms as part of a merger, restructuring, financing or transfer of the Platform, provided user rights are not materially reduced contrary to law.
These Terms do not create an employment, partnership, agency, franchise, fiduciary or joint-venture relationship between EUROLIST and a user.
Headings are for convenience. “Including” means “including without limitation”. Electronic records and communications satisfy writing requirements where permitted by law.
25.Language
This English Master is the source text for EUROLIST’s Latvian, Lithuanian, Estonian and Russian versions. Users should be shown and allowed to accept a version in a language made available for their market. If translated versions conflict, the English Master may be used to interpret EUROLIST’s intended meaning; however, a Consumer’s mandatory rights, including requirements that terms be transparent and intelligible in the relevant market, always prevail. EUROLIST may designate a local-language version as controlling where required by law or stated on that version.
